Solution:
To disable invoice generation or mailing, follow these steps:

    1. Login as "HostAdmin" or "Reseller". 
    2. Click on Payments, click Advanced Options, and select Configure Billing System. 
    3. On the last configuration step, you can tell the billing system not to do invoicing.
